City Council to Consider Turning Abandoned Standard Times Building into Public Works Space

 

SAN ANGELO – In August 2021, the City of San Angelo purchased the old Standard Times Building located at 34 W. Harris St.

The building was bought with the intention of transitioning it for use primarily by Public Works and Utility Billing. Subsequently, the City published a Request for Qualifications for Architectural Services for the conceptual planning and architectural design services to redesign the existing building to meet the functional needs of these departments. Eleven responses were received by local and out-of-town architectural firms.


A Review Committee ranked each proposal based on criteria established in the RFQ. Four firms were selected for additional interviews hosted by the Committee. KFW Architects, AIA from San Angelo, Tx was selected as the firm that would best meet the design needs of the City in this reuse project.

Staff negotiated a scope of work and fee for Phase One of the redesign.

Phase One will consist of interviews and meetings with departments and divisions who will be utilizing the redesigned building, as well as fitment and conceptual layouts based on the acquired information. Phase One will give KFW Architects a comprehensive insight into each respective department's needs for their workspace to operate effectively and efficiently.

Phase One is costed as a flat fee for services that includes a very involved conceptual and fitment design process. The efforts of Phase One are crucial, however, to keep the costs and actions required in Phase Two at a minimum. Phase Two will take the concepts derived from Phase One, engage with a Construction Manager at Risk (CMAR), and finalize the design and specifications of the remodeled building.


The Council will consider awarding a Task Order under OP-01-22 Architectural Design to KFW Architects AIA in the amount of $135,000 for a Stage One Plan Design in relation to the Standard-Times Building ReUse Project utilizing $238,325 from the General Fund's Fund Balance and authorizing the City Manager to negotiate and execute all related documents.

Phase Two scope and fee will be brought to Council for approval at a later date.

The San Angelo City Council meets in regular session at 8:30 a.m. Tuesday morning in council chambers at the McNease Convention Center.  The meeting is open to the public.
