Charles Hagen, the City of San Angelo’s training and development specialist, has been promoted into the position of Risk manager.
The Risk manager oversees the Risk Management Division, whose responsibilities revolve around three concepts: protecting City property from loss or damage, protecting City staff by providing a safe work environment, and the resolution of liability claims against the City.
“Certainly, we’re always looking to protect City employees and City property from any type of harm,” Hagen said. “But the safety of our citizenry goes hand in hand with that. Risk Management is charged with trying to prevent harm and, when it does occur, to seek solutions to prevent it from happening again.”
Hagen joined the City of San Angelo in 2011 as its safety coordinator and an insurance adjuster. He was responsible for implementing safety programs that created a safe work environment for more than 800 employees. Along with conducting safety training and job site inspections, he chaired the City’s Safety Committee and Accident Review Board. Hagen also investigated accidents that resulted in insurance claims and reviewed bids and contracts for appropriate insurance requirements.
Hagen also created and delivered training to all City employees in areas such as first aid, CPR and defensive driving. He possesses an all-lines adjuster license, which allows him to handle all aspects of the City’s claims, including property, workers’ compensation, auto and general liabilities. He is a Certified Associate Safety and Health Manager who also holds certifications in emergency management and workplace safety.
A 21-year Army veteran, Hagen earned a bachelor’s degree in management from Park University in Missouri.
“Charles is as conscientious, committed to his work and detail-oriented as any employee we have,” Human Resources Director Lisa Marley said. “Those are all outstanding qualities to have in a risk manager. He’s going to do an outstanding job for us and for the taxpayers.”
