Candidate for San Angelo Mayor David Nowlin Announces his Platform

Local businessman David Nowlin has entered the contest for mayor of San Angelo.

“Voters deserve a choice, and I am eager to give them one,” Nowlin said.

“I have a straightforward agenda: bring transparency and forward-thinking leadership to local government.

“Like many others, I was not pleased with how the waste management contract was handled. That contract will cost local citizens and business hundreds of millions of dollars over the next 10 years, and I don’t think we were well served by the process of awarding the contract.

“I will campaign on honesty, integrity, full disclosure and openness as guiding principles for service as mayor,” Nowlin said. “The job is more than being a cheerleader.”

Nowlin is a local contractor-remodeler and real estate developer.

“I have three priorities for San Angelo,” Nowlin said.

“First, fix our streets. We’ve heard promises about Bell Street for years, and it is not fixed today.

“Second, protect our citizens. We need a new police station. We need to move toward that now. We need to pay first responders competitive salaries so they don’t move to other cities after we’ve invested in all their training.

“Third, secure our water. Fix existing pipelines so we lose less water and the reduce need to constantly dig up streets to repair lines, keep water rates fair and reasonable, and pursue ways to develop new water sources.”

While Nowlin has never held public office, he is no stranger to city government. In San Angelo, he has served on the city’s comprehensive plan steering committee, the planning commission, and currently is chairman of the Zoning Board of Adjustments.

Nowlin is an eighth-generation Texan who owned a contracting company in the Arlington-Dallas area for more than 25 years. Nowlin and his wife, Kim, sold their business and their home to fulfill a dream of doing missionary work in South Africa in 2004. Just before departing, the sponsoring mission effort encountered delays.

“We had to do something, so I took some work in real estate in West Texas. We first worked in Ozona, but were more attracted to San Angelo. We moved here in 2005 because we found we loved the people here and the town.

As they say, God closed a door for us, then he opened a new window.”

Nowlin has operated a successful business, Climate Right Construction, since moving to town.

The Nowlins attend Word of Life Assembly of God, where he and his wife lead Bible classes. They have five grown children and a 12-year-old daughter, Lela, who they adopted from China.

“The Lord has blessed us and San Angelo has welcomed us,” Nowlin said. “I pledge to serve the people of San Angelo with honesty, integrity, and transparency.”
