SAN ANGELO – Three term Tom Green County Pct. 4 Constable Randy Harris Thursday afternoon confirmed he will not seek reelection to the Constable Pct. 4 position he has held since Jan. 1, 2013.
Harris, a 44 year law enforcement veteran, said he wanted to make the announcement now to ensure an orderly transition of power and to ensure anyone wanting to run for Constable in Pct. 4 in the March 2024 Primary Election would have to the opportunity to campaign. His term expires Dec. 31, 2024.
The filing period to run for office in the March 2024 Primary in Texas runs from Saturday, Nov. 11, 2023 to Monday, Dec. 11, 2023 at 6 p.m. Candidates for the Republican Primary file with the County Republican Party Chairman. It's the same for Democratic candidates.
Harris served with the San Angelo Police Dept. before being elected Constable. He serves as a training professional for other law enforcement and elected officials.
Precinct 4 is the southwestern quadrant of Tom Green County and the City of San Angelo and includes Christoval, Dove Creek and Knickerbocker along with parts of Southland, College Hills, and Santa Rita.
Constable Harris has overseen the expansion of the duties of Constables under recent chances by the Texas legislature. Constables in Tom Green County now perform weekly evictions as well as serving legal documents for the Justice of the Peace Courts. They also serve as the Bailiff in the Justice Courts.
All four Constable offices in Tom Green County are up for election in the March 2024 cycle. Constables Deen Dickson, Mark Whitaker, and Mike Magee have announced they will run for reelection in 2024.
Harris says he will be available to assist the other Constables after the election to replace him and he will also be active in local politics.

A County Constable must meet the following qualifications at the time of appointment or election:
- U.S. Citizen
- Resident of Texas for at least 12 consecutive months
- Resident of the district for at least six consecutive months
- Registered to vote in the area of office sought
- At least 18 years of age
- Not have been finally convicted of a felony from which they have not been pardoned or otherwise released from the resulting disabilities
- Not have been determined by a court with probate jurisdiction to be totally mentally incapacitated or partially mentally incapacitated without the right to vote
- An active or inactive licensed peace officer
Candidates for this office generally must meet the above qualifications at the time of filing.
