City Organizational Changes Completed

 

The City of San Angelo has completed a structural reorganization in an effort to better align services, mine efficiencies and take greater advantage of directors’ backgrounds and expertise. The changes include the following:

  • The Emergency Management Division is reporting to Fire Chief Brian Dunn, whose department plays a lead role in emergency operations. Under the new structure, Dunn reports to City Manager Daniel Valenzuela, who also works closely with Police Chief Tim Vasquez.
  • The Animal Services Division has shifted to the Neighborhood and Family Services Department. Animal Services’ primary mission of animal control is similar in nature to that of Code Compliance, another Neighborhood and Family Services division. Both divisions enforce ordinances that relate to health and to the quality of life within neighborhoods.
  • The Health Services Department will play a greater role in project management and grant administration, areas that have been key components of the department’s operation.
  • The Real Estate Division has moved from the Office of the City Attorney to the Finance Department because of the financial nature of its transactions.
  • Parks Operations has moved from the Operations Department to the Parks and Recreation Department. The shift consolidates all Parks and Recreation functions in one department.

Internally, the Planning and Development Services director will report to Assistant City Manager Rick Weise, a former Planning employee. Because of the financial nature of their operations, the Human Resources director and the Construction and Facility manager will report to Assistant City Manager/CFO Michael Dane.

Valenzuela previously aligned the Operations, Water Utilities and Engineering Services departments under a new post, executive director of Public Works.

“All of these changes play to our strengths as an organization,” Valenzuela said.
