Brownwood Police Release Bodycam Footage From Deadly July Shooting
BROWNWOOD, TX — The City of Brownwood on Tuesday released body camera footage from a July 8 officer-involved shooting that left one person dead and injured a police corporal.
The release follows a July 24 decision by a Brown County grand jury to issue a “No Bill” for all officers involved, finding their actions were a justified response to an imminent threat of deadly force. The Texas Rangers conducted the investigation, which found no criminal actions were committed by any of the officers.
Mayor Stephen E. Haynes said the footage was released to provide clarity and factual context, not to sensationalize the incident. “Transparency is vital to maintaining the trust of our community,” Haynes said.
According to police accounts, the incident began late July 7 and continued into the early hours of July 8 when the suspect, identified as Holly Oliver, fired an automatic rifle into patrol vehicles and toward officers. Corporal Salazar was struck multiple times but remained alert and returned fire.
Salazar, along with Officers Goodman, Bessent, and Holdar, engaged the suspect in multiple exchanges of gunfire. Police said more than 300 rounds were fired over several minutes, spanning multiple city blocks.
Despite his injuries, Salazar directed fellow officers to safe positions and coordinated the response that ended the threat. Officer Holdar was captured on video diving to the ground as gunfire erupted, immediately returning fire to protect his team.
City officials also credited dispatchers and partnering agencies, including the Brownwood Fire Department, Brown County Sheriff’s Office, and Texas Department of Public Safety, for their roles in bringing the situation under control.
The city said it will hold a formal recognition for the officers’ actions at a later date.
