Crazy Wanted Felon Refusing to Give Up Blasted with Police Beanbag Gun

SAN ANGELO, TX — The City Marshal attempted to serve a warrant for the arrest of a convicted sex offender this afternoon and the suspect threatened to harm himself and possibly law enforcement. According to San Angelo Police Department Spokeswoman Tracy Piatt-Fox, Andres Rodriguez, 41, was wanted for not registering as a sex offender. The attempt to serve the arrest warrant happened at about 3:30 p.m. in the 100 block of W. 11th St. in San Angelo.

When officers arrived to back up the marshal, Rodriguez had already brandished a “physical weapon.” Over the radio, police stated that he taped a knife to his hand and in a video we recorded from the scene, he was heard yelling, “I’ll stab myself. I’ll stab myself!”

Rodriguez was convicted and sentenced to 15 years in the Texas Department of Criminal Justice for a 2000 incident where he was later convicted for raping a girl 14 years old or younger here in Tom Green County. He is still required to register as a sex offender.

According to Piatt-Fox, when word spread that Rodriguez was armed, the patrol supervisor requested a “less than lethal weapon.” Over the radio, police were heard requesting “bean bag” rounds for a shotgun. https://en.wikipedia.org/wiki/Bean_…

While awaiting the beanbag rounds to arrive at the scene, detectives established rapport with Rodriguez, attempting to talk him into giving up. Negotiations broke down. Rodriguez taunted police. “Do it! Do it! I’m not scared of you to kill me!”

While officers faced him with drawn handguns pointed at him, the supervisor moved in from Rodriguez’s left side, unseen, with the shotgun loaded with beanbag rounds. As Rodriguez was yelling, the supervisor fired three beanbag rounds and they seemed to have little effect. Rodriguez retreated back into the house.

At this point, detectives negotiated with the suspect for about 20 minutes longer and he soon gave up without a fight. He was handcuffed and taken to be treated by medical personnel at the scene before getting booked into the Tom Green County Jail.

Police from across the department responded to the incident, including the Patrol Division, Lake Division officers, Criminal Investigations Division and the City Marshals.

Piatt-Fox said there were no other subjects in the house. However, an adult female was at the scene when the incident began, but she quickly cleared the scene. Building construction contractors were working nearby and were asked to seek safety inside a nearby residence.

Piatt-Fox said police took the threats from Rodriguez seriously.

“Whenever there is a conversation between a suspect and officers in a highly charged situation, we take everything very seriously,” she said.

Piatt-Fox said that when a situation like this is resolved without death or serious injury to the suspect, police or the general public, the department considers it a “win.”

“We have done a great job,” she said. “It’s a great day.”
