Man Pleads Guilty in 2023 San Angelo Murder

SAN ANGELO, TX — A Katy man pleaded guilty Wednesday to murder in the October 2023 roadside shooting of a San Angelo man and was sentenced to 10 years in the Texas Department of Criminal Justice. 

Jermaine Love Levy Jr., 26, entered the plea in the 391st District Court before Judge Brad Goodwin. 

The charge arose from the death of Magdaleno Medina Jr., 43, who was found Oct. 11, 2023, lying face down in a grassy area off the 4800 block of Lake Drive. An autopsy concluded he died from blood loss caused by multiple gunshot wounds, according to previous reporting. 

Officers found a black Ram pickup next to Medina with its engine still running. The truck’s rear passenger windows were shattered from the outside, and investigators recovered 10 cartridge casings at the scene, San Angelo LIVE! reported.

In exchange for the guilty plea to first-degree murder and a waiver of his right to appeal or seek a new trial, prosecutors recommended 10 years in prison. The court accepted the recommendation, found Levy guilty, and imposed that sentence, according to Tom Green County court records. 

District Attorney John Best and Assistant District Attorney Richard Villarreal appeared for the state. Levy was represented by Rebecca Yung and Brookley Schroeder of the Concho Valley Public Defender's Office. 

The court’s docket entry states that Best told the judge the state agreed to the plea after years of reviewing the facts, the law, and other factors in the case. Best said that, based on more than 25 years of experience as a prosecutor, he believed the agreement was the best possible outcome and what was best for the community. 

Levy was remanded to the Tom Green County Sheriff’s Office to be held until transfer to a TDCJ facility. A jury trial set for Monday and an additional pretrial hearing set for Thursday were canceled. The case is marked settled. 

Murder under Texas Penal Code 19.02(c) is a first-degree felony punishable by five to 99 years or life in prison and a fine of up to $10,000. Under Texas parole law applicable to murder, an inmate sentenced to a term of years generally must serve at least one-half of the sentence before becoming eligible for parole, with credit for time already served. Levy has been in custody since Feb. 7, 2025, Tom Green County Sheriff’s Office records show. 

A Tom Green County grand jury indicted Levy in April 2025, alleging he intentionally and knowingly caused Medina’s death by shooting him with a firearm on or about Oct. 11, 2023. 

Affidavits and later court filings described the state’s evidence as including phone records, toll records, vehicle data, and witness statements. Those materials indicated Levy and others traveled from the Houston area toward San Angelo on Oct. 10 and Oct. 11, 2023. Phone records placed a number associated with Levy within about 40 meters of the crime scene during the time frame of the shooting, and GPS data from a suspected vehicle showed travel from Houston to San Angelo in that period, according to our previous reporting. 

San Angelo LIVE! reported that investigators extracted WhatsApp messages from phones found with Medina showing contact minutes before the shooting with a number linked to Levy. The same reporting said a woman later contacted a San Angelo detective from Houston, said she feared for her life, and described traveling with Levy, being left in Austin while he continued to San Angelo, and later hearing him say he had shot someone multiple times and emptied the gun. 

Levy was taken into custody in early 2025. Court records show a warrant issued Jan. 24, 2025, Dallas County arrest documents dated Jan. 31, 2025, and booking into the Tom Green County Detention Center on Feb. 7, 2025, on a $1 million bond. 

Medina, known as Mag, was born May 1, 1980, in San Angelo and was buried Oct. 17, 2023, according to his Harper Funeral Home obituary.
