Former Abilene Band Director Arrested on Federal Child Porn Charge

 

ABILENE, TX — Lance Carl Mosley, 35, a former middle school band director in the Abilene Independent School District, was arrested July 9 on a federal charge of possessing child pornography involving a prepubescent minor. 

A federal indictment states that Mosley’s iPhone and iPads contained depictions of boys aged 6-8 and 10-12 engaged in sexually explicit conduct. The charge carries a maximum penalty of 20 years in federal prison. 

Mosley was first arrested in January on a state charge of possessing child pornography, a third-degree felony punishable by 2 to 10 years in prison. A state indictment followed in May.

He had been released on a $250,000 bond after the January arrest and was re-arrested July 9. Mosley is currently held without bond in the Taylor County Jail and is scheduled to be arraigned in federal court July 21. 

The investigation was prompted by tips to the Texas Department of Public Safety from the National Center for Missing & Exploited Children. Authorities determined Mosley had accessed child sexual abuse material online in July 2025. 

Mosley worked for Abilene ISD since 2020 as director of bands at Mann STEM Academy, where more than 200 students in grades 6-8 participated in the band program. He previously taught in San Angelo ISD. 

He has held a Texas teaching certificate for music since 2013. The certificate was renewed in February 2025, but has been placed on indefinite suspension. Mosley was also added to the state’s Do Not Hire Registry as “not eligible for hire” in any role at a Texas public school facility. 

The Texas Education Agency’s Educator Misconduct Reporting Dashboard shows the agency is investigating more than 2,500 sexual misconduct complaints and opening an average of 254 new cases each month.
