SAN ANGELO, TX — A San Angelo woman was indicted Monday on a charge of criminally negligent homicide in the 2023 death of an infant.
Samantha Rosas, 60, was booked into the Tom Green County Jail about 10:45 a.m. Monday and is being held without bond.
According to the indictment obtained by San Angelo LIVE!, Rosas caused the death of Parker Reece Winscher on or about April 23 by failing to obtain proper training as a child-care professional, failing to place the infant in a face-up sleeping position, failing to check on the infant for an extended period, and failing to ensure she could see and hear the infant while the child was on her stomach. The indictment also alleges Rosas laid the infant in a crib without a firm, flat mattress and onto a sleeping area consisting of a sheet covering blankets.
Winscher, of San Angelo, was born Feb. 8, 2023, and died April 26, 2023, according to the obituary.
"Parker brought sunshine into our lives just a few short months ago," the obituary stated. "Our beautiful baby girl and Kennedy’s little sister brought smiles, love and joy beyond measure. She loved colorful toys and music and being held all the time … by everyone. She made the sweetest sounds to let us know she loved us too. Parker was always alert and taking in her surroundings. Her bright blue eyes and the way she squeezed your hand made every day perfect. Parker is our precious angel that was taken from us way too soon. Words cannot express the endless love we feel for her with our lives forever changed and our hearts forever broken."
