San Angelo Man Arrested for Touching Child Inappropriately

SAN ANGELO, TX— A San Angelo man has been arrested for inappropriately touching a child at a movie theater.

Billy Ray Samaniego, 19, was arrested for indecency with a child by sexual contact.

According to court documents, on July 21, 2025, an investigator with the San Angelo Police Department was contacted by a SAPD officer regarding a victim under the age of 17 making an outcry of sexual abuse. An initial report was reviewed, and the victim said that Samaniego had made physical contact to one of her private areas.

A forensic interview with the child victim was observed, and she said that Samaniego touched her private area through and under her clothes. She also stated that the incident occurred at Icon Cinema, 2020 N. Bryant Blvd.

Security footage showed Samaniego and the child victim holding hands and attending a movie at Icon Cinema.

Samaniego was arrested on July 24, 2025, and was booked into the Tom Green County Jail, where he is being held on $150,000 bond.
