51-year-old Kelli Marlisle Manning was arrested by San Angelo Police on a Grand Jury Indictment for Theft of Property less than $2,500.00 with 2 previous convictions, Possession of between 4 grams and 200 grams of Meth/Fentanyl, and Possession/Delivery of Drug Paraphernalia.
