Woman Arrested for Harrassment & DWI with 3 Kids in Car on July 4th

SAN ANGELO— A San Angelo woman has been arrested and charged with Harassing a Public Servant and Driving While Intoxicated with three children inside a vehicle on the Fourth of July.

Ema Salazar, 31, was arrested for driving while intoxicated with children under the age of 15 inside the vehicle and harassment of a public servant.

According to court documents, on July 4, 2023, at around 11:00 p.m., officers were dispatched to a residence inside the San Angelo city limits for an unknown problem. Once a San Angelo police Sergeant arrived, he observed two officers having to hold up the suspect, identified as Ema Salazar.

The Sergeant could see that Salazar was unable to stand up by herself, unable to remain conscious, and any time she tried to speak, her words were slurred. Reports indicate she may have spit on one of the officers at some point.  Witnesses said that Salazar had three children inside the vehicle with her. The witnesses said the three children that were with Salazar asked them for help. When they went to the vehicle, Salazar was standing outside of it with the engine on.

While officers attempted to find Salazar’s identification, they observed several single shot alcohol bottles and a tub of 99 Brand liquor in the passenger seat. Due to the statements and observations at the scene, it was determined that Salazar was operating the vehicle before she stopped.

Salazar was taken to Shannon Emergency Room downtown where she did speak a little more. Her words were slurred, her eyes glassy, and had a strong odor of alcohol coming from her. After being read her statutory warning, she refused to give a blood sample.

Salazar was arrested and charged with Harassment of a Public Servant and Driving While Intoxicated with three children under the age of 15 inside the vehicle. She was booked into the Tom Green County Jail on July 5, 2023, and is being held on a $50,000 bond.
