Odessa Police Officer Accused of Not Reporting Major Crime

ODESSA, TX –– An Odessa Police Department officer is on administrative leave after allegedly failing to report a felony.

According to the Odessa Police Department, just days before Thanksgiving the Midland Police Department reached out to them regarding a criminal offense involving an OPD officer.

The officer, identified as Annette Cooper, is accused of failing to report sexual abuse.

According to court documents, on September 14, 2021, Office Cooper sent a message to a friend stating her mother believed someone in their family was being sexually abused.

On September 15th, the victim disclosed the alleged abuse to Officer Cooper and the before-mentioned friend. The victim stated the abuse began in the summer of last year and that she had been threatened with physical harm if she told anyone.

Cooper then failed to report the crime and was subsequently arrested in November by the Midland Police Department.
