Habitual Criminal Indicted for Dealing Drugs and Possession of Stolen Bank Cards

SAN ANGELO, TX – A San Angelo man has been indicted by a Tom Green County grand jury in July for the manufacture and delivery of a controlled substance, the possession of stolen bank cards, and possession of a controlled substance.

On March 1, a Texas State Trooper was on routine patrol when he noticed a black Dodge pickup driving without lights on. The driver of the pickup was identified as Roy Russell who had a suspended license. The passenger was arrested for a warrant and failure to identify a fugitive.

An inventory of the Dodge pickup produced five credit cards, one social security card, and one resident card belonging to two different victims. Alprazolam, commonly known as xanax, was also discovered inside the vehicle.

Russell was booked into the TGCDF on March 1st, 2021 and was released March 3rd on a $15,000.00 bond.

On May 15, 2021, a San Angelo police officer was patrolling and saw Russell standing in a yard on the northside of town. The officer ran Russell’s information, saw he had warrants, and placed him under arrest.

A search of Russell’s person yielded a crystal-like substance that field tested positive for methamphetamine along with a scale, baggies, a wax substance, and personal items. The wax substance was suspected to be THC.

Due to the weight, scales, and baggies, it appeared that the drugs found on Russell’s person were to be sold.

Russell was arrested and booked on May 15, 2021 and later released on bond.
