OK, so how can the police write a citation to someone for No Drivers License or No Insurance, and then let them go to drive off and be on their way knowing they don't have any insurance or drivers license to be driving a car on a public street in the first place ? ? ?

We don't often see eye-to-eye, but on this issue, you are right on point! In my humble opinion, the vehicle should be impounded at the very least, so that the offender can't continue to violate the law. In a way, aren't the police condoning this behavior if they allow these folks to get back behind the wheel without a license or insurance, when both of those things are clearly required by law? I just don't get it . . .
