San Angelo Police Go Undercover at Asian Massage Parlors

SAN ANGELO, TX — San Angelo police and Homeland Security Investigations Agents discovered an incident of prostitution at one of San Angelo’s massage parlors. However, two massage parlors were shut down by law enforcement for violating State of Texas licensing requirements for massage therapists.

SAPD Street Crimes Division with assistance from Homeland Security conducted undercover operations at Sakura Massage, 20121 Caddo St. and at Asian Massage, 3292 Sherwood Way.

During the field investigation, SCD Investigators and HSI Agents interviewed massage personnel in an attempt to determine if the personnel were victims of Human Trafficking.  Based on those interviews, it was determined there was no evidence of Human Trafficking, SAPD stated.

At the conclusion of today’s operation, Prostitution was identified at one establishment; however, both establishments were in violation of various statutes of Chapter 455 of the Occupations Code, which states [in part]; persons cannot operate as Massage Therapists unless they are properly educated and licensed by the Texas Department of State Health Services; licenses have to be openly displayed inside the business; and that it is a violation for the owner/operator to allow unlicensed Massage Therapists to work at a Massage Establishment.

Hai Xiang Liu, 53, was charged with Class B Misdemeanor Massage Therapy License/Owner Violation.  Mei Fang Shi, 35, was arrested for Class B Misdemeanor Prostitution.  Both suspects were transported to the Tom Green County Jail and held on a $500 bond each.
