Weekend Arrests: Indecency w/Child Sexual, Indecent Exposure and Harassment of Public Servant

 

SAN ANGELO, TX – Over the weekend, local law enforcement arrested 63 people and booked them into the Tom Green County Jail. Included in those arrests were Ruben Ibarra, 19, Kenton Ray Isbell, 43, and Amber Deann Labedelle, 31.

According to the San Angelo Police Department, officers dispatched to a residence in the 2400 block of Oaklawn Blvd. for the report of a fight on Jan. 6.

“During the fight investigation, it was learned Ibarra was accused of Indecency with a 15-year-old female. He was interviewed by Investigators and subsequently arrested,” said SAPD.

Ibarra was also arrested for Minor in Consumption. The is Ibarra’s 6th arrest in Tom Green County. His bonds total $30,422.

In the second arrest, Isbell, was arrested for an outstanding Indecent Exposure warrant.

The Tom Green County Sheriff’s Office, in a report, said Deputy Ian Rook, on June 11, 2016, was dispatched to the 9900 block of Raccoon Road in reference to an indecent exposure that occurred in the 8300 block of Grape Greek Road.

The female complainant told the deputy she was backing her car out of the parking spot at Dollar General, located in the area, and observed a white male with light-colored hair sitting the driver’s seat of a white Ford SUV.

“[The complainant] stated she saw the man masturbating…,” said the report.

At that point, the woman exited the parking lot quickly and went home to call 911.

Deputy Rook, at that time, provided a description of the vehicle to Deputy Graham Smith, who located a vehicle and driver matching the description in the Dollar General parking lot. After taking a written statement from the complainant and getting a full description of the suspect, Deputy Rook met Deputy Smith at the Dollar General. By that time, Deputy Smith had identified the suspect as Isbell.

Isbell told deputies he was waiting to meet a friend so they could follow him to his house. The vehicle he was driving was registered to another male, and Isbell told the deputies that’s who he was meeting.

During questioning, Deputy Rook observed sexual items in the back seat area of the vehicle, including a male enhancement device, a roll of paper towels, an open box of facial tissues, and a bottle of personal lubricant.

“There were no other visible objects inside the vehicle,” said the report.

Also according to the report, Sgt. Jason Corbell previously located a maroon Chevrolet Silverado parked at the same address provided by Isbell. The Silverado matched the description of a suspect vehicle involved in another case where a white male was seen masturbating inside it. This vehicle was also parked in the same Dollar General parking lot.

After receiving this information, Deputy Rook met with the “caretaker” of Dollar General, who wanted Isbell to be issued a criminal trespass warning, which was honored as a result of both incidents.

Isbell was booked on the Indecent Exposure warrant on Jan. 7, and released the same day on a $1,000 bond. This was his first arrest in Tom Green County.

As for Labedelle, she was arrested yesterday for Harassment of Public Servant, Criminal Trespass, Consume on Premises Prohibited and Theft Class C after San Angelo Police dispatched to the Walmart on W. 29th St for the report of shoplifting.

“Labedelle spit on one of the officers during the incident,” said SAPD.

This is Labedelle’s 20th arrest in TGC. She was arrested six times in 2016.

Overall, out of the 63 arrests, and including the mentioned arrestees, eight people had both new complaints and outstanding warrants, 27 had new complaints, and 28 people had outstanding warrants.

  • Harassment of Public Servant: 1
  • Consume on Premises Prohibited: 1

  • Fail to Identify: 1
