20-Year-Old Arrested for Sexual Assault and Possession of Marijuana

 

This was a busy Memorial Day weekend for local law enforcement with 68 arrests. One of these arrests included Khalil James Johnson, 20, who was booked into the Tom Green County Jail early this morning for Sexual Assault and Possession of Marijuana.

Sgt. Cade Solsbery, public information officer for the San Angelo Police Department, said, at 2:43 a.m. this morning, officers were dispatched to the area of 17th Street and MLK Blvd. The complainant reported seeing two young individuals having sex in a car parked in the 300 block of W 16th Street. 

When officers arrived, they made contact with the subjects, one of whom was Johnson, and the other a 16-year old-female. 

“An investigation revealed Johnson and the female had been having consensual sexual intercourse in the vehicle,” explained Solsbery.

However, Johnson was placed under arrest for Sexual Assault due to the 16-year-old being a minor. Additionally, the vehicle they were in had no insurance and had to be towed. 

“Prior to the vehicle being towed, Johnson informed the officers there was marijuana in the trunk of the vehicle,” Solsbery added. 

He said during a search of the vehicle, less than two ounces of marijuana was located.

Detective Chegwidden is the lead investigator for this case.

In addition to Johnson, Eliseo Rangel Garcia, 31, was arrested for a series of offenses. Not only did he have an outstanding warrant for Credit Card or Debit Card Abuse out of Midland, but he was also arrested for Interfering with Emergency Request for Assistance, Burglary of Vehicle, Evading Arrest Detention, Fail to Identify Fugitive From Justice, Possession of Drug Paraphernalia and Assault Causes Bodily Injury.

Sgt. Solsbery said in this case, officers were sent to Thames loop for a domestic disturbance. They met with the 23-year-old female victim who had been assaulted by Garcia. Garcia broke the phone the victim was trying to use to call 911. Officers saw Garcia in the area but he fled on foot, and they were not able to locate him. Later in the day, officers located Garcia in the 500 block of N. Main. He gave a false name, but was identified as Garcia by the officers who saw him run earlier in the shift.

"Garcia was in possession of property that had recently been taken in a vehicle burglary when he was located," said Solsbery. "He was charged with assault family violence, interference with an emergency phone call, evading arrest or detention, failure to identify, and a warrant out of Midland."

Rangel was booked into the Tom Green County Jail at 5:41 p.m. on May 28, and his bond, with all charges, comes out to $30,142. He also has $321 in outstanding fine and court costs.

Overall, out of the 68 arrests, and including these two individuals, 34 people were booked on new complaints, 13 on both new complaints and outstanding warrants, and 20 on outstanding warrants only. One person had an unclassified arrest, and was listed as "Ghost." Sgt. Solsbery said, "Ghost means a mistake was made for one reason or the other when someone gets booked in and they use ghost on the record that has the mistake."
