San Angelo Sex Offender Jailed After Texas Prisoner Blows Whistle on Recent Assault

 

A 35-year-old San Angelo man was jailed on Monday after a Texas prison inmate reported to a correctional officer in Childress that his daughter had been sexually assaulted in Tom Green County.

The accused man, Alvino Martinez Ramos, a registered sex offender, allegedly woke the sleeping girl in a San Angelo residence and forcibly touched her as she turned to get away. The victim, police said, is 14 years old.

According to a complaint filed by SAPD detective Bobby Elrod, local authorities caught wind of the alleged assault on April 21, when desk duty officer Cathy Delaughter took a phone call from Lieutenant Leighton of the Texas Department of Criminal Justice’s (TDCJ) T.L. Roach Unit in Childress.

“Lt. Leighton told her he had received information from an inmate…that his daughter…had been sexually assaulted by the defendant,” Elrod wrote.

Officer Delaughter was later able to locate the 14-year-old girl, who made an outcry of sexual abuse, naming Ramos as the perpetrator. The abuse was reported to have taken place on April 19.

On April 24, a warrant for Ramos’ arrest was issued by Precinct 1 Justice of the Peace Kay Longest. He was booked into the county jail on April 27 for indecency with a child sexual contact by the San Angelo Police Department and is currently being held in lieu of a $75,000 bond.

Ramos is a registered sex offender previously convicted of sexually assaulting a 23-year-old female in Tom Green County. According to court documents, that assault took place on March 21, 2004, and on July 27, 2004, Ramos was sentenced to eight years deferred adjudication probation.

In November 2004, a motion to revoke (MTR) probation was filed by the 51st District Attorney’s office due to violations of the terms and conditions, however Ramos’ probation was ordered to continue in August 2005. A second MTR was filed in May 2006, and in June that year he was charged with failing to comply with his duty to register as a sex offender.

In March 2007, Ramos pled guilty both failure to comply and violating his probation and was sentenced to four years in prison. He was released on Sept. 2, 2011.

At the time of his arrest on April 24, Ramos additionally had four warrants out for his arrest, including a grand jury indictment for possession of a controlled substance, theft, unlawful carrying of a firearm and two capias warrants.

State records indicate he last registered as a sex offender on March 12, 2014, when he listed his address in the 1400 block of Koberlin.
