Early Voting Begins Oct. 20 for Nov. 4 Special Election in Tom Green County

 

SAN ANGELO, TX — Early voting begins Oct. 20 for the Nov. 4, 2025, statewide constitutional amendment and local election. Tom Green County voters will consider 17 proposed amendments to the Texas Constitution and one local measure for Wall Independent School District.

Early voting will be held at the Edd B. and Frances Frink Keyes Building, 113 W. Beauregard Ave., from Oct. 20–24 and Oct. 27–29 (8 a.m.–5 p.m.), and Oct. 30–31 (7 a.m.–7 p.m.).

Election Day voting runs 7 a.m.–7 p.m. Tuesday, Nov. 4, at 20 polling places countywide.

Local Measure

Wall ISD Special Election — Proposition A

Ratifies an ad valorem tax rate of $0.7703 per $100 valuation in Wall Independent School District for the current year — a rate that will result in a 12% increase in maintenance and operations tax revenue compared to the previous year, totaling an additional $848,421.

State of Texas Constitutional Amendments

Proposition 1 – Creates a permanent technical education fund and allocates money to support workforce education programs at Texas State Technical College System campuses.

Proposition 2 – Prohibits the imposition of a tax on the net worth or unrealized capital gains of individuals or entities.

Proposition 3 – Requires denial of bail for individuals charged with certain violent or sexual offenses under specific circumstances.

Proposition 4 – Dedicates a portion of state sales-tax revenue to the Texas Water Fund to help finance water projects statewide.

Proposition 5 – Authorizes the Legislature to exempt certain tangible personal property used by small businesses from property taxation.

Proposition 6 – Prohibits the Legislature from imposing a tax on estates, inheritances, or gifts.

Proposition 7 – Authorizes a property-tax exemption for the surviving spouse of a veteran who died from a service-connected condition.

Proposition 8 – Provides an ad valorem-tax exemption for certain tangible personal property held or used by manufacturers and related businesses.

Proposition 9 – Authorizes an exemption from property tax for income-producing tangible personal property to support economic activity.

Proposition 10 – Provides a temporary property-tax exemption for part of a residence homestead that is partially or completely destroyed by a disaster.

Proposition 11 – Authorizes school districts to increase the amount of the residence-homestead exemption from ad valorem taxation for elderly or disabled homeowners.

Proposition 12 – Amends the membership and authority of the State Commission on Judicial Conduct and its review tribunal to improve oversight of judges and justices.

Proposition 13 – Increases the mandatory school-district residence-homestead exemption from $100,000 to $140,000.

Proposition 14 – Creates the Dementia Prevention and Research Institute of Texas and establishes a fund transferring $1.3 billion from the state general revenue for Alzheimer’s, Parkinson’s, and related-disorder research.

Proposition 15 – Establishes the Texas University Fund to support research universities not included in the University of Texas or Texas A&M systems.

Proposition 16 – Clarifies that to vote in Texas elections, a person must be a citizen of the United States.

Proposition 17 – Authorizes the Legislature to exempt from property taxation certain real property near the Texas-Mexico border that is used for border-security infrastructure or related improvements.
