Randy Harris Sworn in as Justice of the Peace for Precinct 4

SAN ANGELO, TX — Randy Harris, a retired Tom Green County constable with over four decades of law enforcement experience, was officially sworn in as Justice of the Peace for Precinct 4 on Monday morning.

The ceremony took place in the Commissioners Courtroom at the Judge Edd B. and Frances Frink Keyes Building in downtown San Angelo.

Harris was appointed on Jan. 7 by the Tom Green County Commissioners Court to succeed Eddie Howard, who retired on Jan. 10 after more than 30 years in the role. Harris will complete Howard’s term, which runs through Dec. 31, 2026.

Harris retired last May following a 45-year career in law enforcement, including service with the San Angelo Police Department and over 11 years as constable. In addition to his law enforcement duties, Harris contributed to training programs for officials, authored safety legislation, and was a certified instructor with the Texas Commission on Law Enforcement.

As Justice of the Peace, Harris will oversee Precinct 4, which includes parts of southwestern Tom Green County and San Angelo, such as Christoval, Dove Creek, Knickerbocker, and portions of Southland, College Hills, and Santa Rita.

His responsibilities include presiding over minor cases, granting licenses, and performing marriages, among numerous other judicial duties.
