SAN ANGELO – Tom Green County Sheriff Nick Hanna presided at a ceremony Tuesday morning in the Commissioners Courtroom at the Keyes Building downtown celebrating the promotion of two Deputies to Command Staff.
In a ceremony held this morning at the Keyes building, the Tom Green County Sheriff’s Office announced promotions to the command staff at the Sheriff’s Office.
Burleigh Locklar was promoted from Operations Lieutenant to Captain. Captain Locklar joined the Tom Green County Sheriff’s Office in November of 2020 after retiring as a Staff Lieutenant with the Texas Rangers during his 30-year career with the Texas Department of Public Safety. Locklar is a graduate of the Northwestern University School of Police Staff and Command as well as the Governor’s Center for Management Development. Locklar is a certified hostage negotiator, firearms instructor, and armorer.
Quentin Williams was promoted from Sergeant – Mental Health to Operations Lieutenant. Lieutenant Williams is a fifteen- year veteran of the Tom Green County Sheriff’s Office. Lieutenant Williams currently fills a number of roles at the Tom Green County Sheriff’s Office such as serving as the Team Leader for the Crisis Negotiation Unit, recruiter, as well as overseeing the mental health unit.
These positions became vacant following the retirement of retired Captain Tommy Matthews.
