Sheriff's Department Investigates Organized Crime Ring

 

On March 15, the Tom Green County Sheriff's Office Patrol Deputies and Criminal Investigators responded to a possible theft of two ATVs from a business located in northern Tom Green County. As a result of the investigation, deputies recovered a Honda ATV, a John Deere ATV and a stolen trailer being used to transport the offroad vehicles.

Roy Heath Chesser, 36, and Jim Bob Flannagan, 35, were subsequently arrested and charged with Theft of Property >- $20,000 < $100,000. The ATVs were valued at over $20,000. Roy Chesser and Flannagan were booked into the Tom Green County Jail.

As the investigation continued, a case skid loader was recovered on March 21 at a residence on F.M. 2105 in Tom Green County. The skid loader had been reported stolen from a San Angelo business. Flannagan was a suspect of both the theft and the transport of the loader to the residence.

On April 10, the San Angelo Police Department developed information on game mounts and hides stolen from a San Angelo business that were believed to be located near the county line in a storage facility on U.S. 67 north. When TGC investigators followed up on the intel, some $3,375 in wares was found. Evidence collected once again indicated Chesser and Flannagan as the ones who had been in possession of the stolen articles.

The investigation continued on April 11, when TGC investigators developed information that lead to the issuance of a search warrant for a residence in Odessa for stolen firearms.  As a result of the execution of the search warrant, 28 firearms were recovered that are believed to have been stolen in and around Tom Green County, along with a stolen 20 14 Dodge Pickup Truck, two flatbed trailers, an altered 2003 Dodge truck and an excess of 11 grams of methamphetamine. Chad Allen Everett, 42, was arrested by Odessa Police Department and charged with Theft of property >= $20,000.00 < $100,000.00, Manufacture or Delivery of a Controlled Substance P.G. 1, > = 4 grams < 200 grams and Possession of Marijuana < 2 ounces.

The value of the recovered stolen property was estimated to be in excess of $52,000.00. Odessa Police Department and San Angelo Police Department assisted the Tom Green County Sheriffs Office in the investigation and recovery of the stolen property.

On April 2, 2014, Texas Department of Public Safety (DPS)  Criminal Investigations Division agents served two search warrants at residences located at 118 and 122 W. Mabel in Odessa, Texas. They were assisted by the Odessa Police Department SWAT team, Homeland Security Investigations,  Federal Bureau of Investigation and DPS  Highway Patrol and Aircraft Division. The search was based on an investigation into alleged drug distribution and prostitution.  One handgun and a small amount of drugs were seized.  As of this time, no one has been charged or arrested.  Three males were detained during the incident, but were later released.  Additionally, three children and an adult woman were inside the residence. Child Protective Services was notified. This is an active and ongoing investigation, and no further information is available at this time.

DPS is committed to investigating cases where children may be endangered. If anyone has information related to illegal activity of this nature, please notify DPS or local authorities.

Reading this article and BD's response about organized crime becoming worst reminded me of Johnny Silvas' comment at the March 19th candidates forum hosted by the San Angelo Pachyderm Club. Council Member/ Candidate Johnny Silvas stating that funding the San Angelo Police Department was not a priority for him. Mr. Silvas made no mention of what the citizens living in his district, San Angelo City Council SMD-1, wanted.
