City Set to Approve Repaving N. Chadbourne St. Tuesday

SAN ANGELO – The San Angelo City Council is poised to approve funding to pave one of the most visible and embarrassing streets in San Angelo during the regular meeting Tuesday.

N. Chadbourne St. has been the butt of many a joke for years, especially by Professional Rodeo Announcer Boyd Polhamus every year during the annual San Angelo Rodeo in April.

Not anymore.

The City Council is set to award a $6 million repaving contract to Reece Albert, Inc. to repave N. Chadborne from 7th St. at the Houston Harte Expressway all the way out to 43rd St. near the San Angelo Coliseum.

The Council will consider awarding ES-05-23 Pavement Improvements N. Chadbourne Street Project to Reece Albert, Inc. in the amount of $6,223,085.

North Chadbourne from 7th to 43rd was identified in the 2015 Fugro Street Study as one of the top roadways for rehabilitation. This roadway has experienced deterioration to the point that rehabilitation is necessary to reestablish a safe and rideable surface. The overall project included not only the roadway rehabilitation, but water and sewer utility infrastructure improvements as well. The utility replacement portion was bid as a separate project and was concluded in June 2022.

The original 2015 study identified portions of this corridor as candidates for mill-and-overlay and
reconstruction, respectively. Since that report, the City has experienced success in its pilot project for full depth reclamation (FDR) along Rio Concho Drive. Using this new information and success, Staff determined that reassigning the two respective rehab methods to FDR for the full length of N. Chadbroune would provide a more robust project overall with enhanced longevity across the entire corridor.

Thus, the City solicited bids for a FDR project on N. Chadbourne from 7th to 43rd and one response was received from Reece Albert, Inc. The project will include stabilization of the roadway base layer and 2" of new hotmix on the roadway's entire length and width, as well as concrete improvements at the approaches of driveways, intersections, and valley gutters.

The San Angelo City Council meets at 8:30 a.m. Tuesday, Nov. 7, 2023 in council chambers at the McNease Convention Center.  That meeting is open to the public.

While they're at it maybe they can find a way to stop flooding grape creek road and chadbourne with their "mandatory" release of water from the fire hydrants which make the road slick during the winter/fall and also flood the gulley where water stands for weeks and breed fucking mosquitos like no tomorrow. This town needs a total overhaul starting with our mayor! What a shit hole
