The construction is part of the total rebuilding project of College Hills Blvd. from Ave. N to Loop 306.  The work includes replacing all underground utilities including water and sewer, repaving, signal lights, and stormwater control.  The project is supposed to alleviate some of the flooding along the Red Arroyo on College Hills near Millbrook and Oxford.
