Interim City Clerk Appointed to Post

SAN ANGELO, TX -- Julia Antilley, who has served as interim City Clerk since October, has been promoted to fill the post.

As City Clerk, Antilley will be chiefly responsible for the City’s records management, elections administration, public information requests, execution and custody of official records, and the crafting of City Council agendas and minutes.

According to information from the city Public Information office, she succeeds Bryan Kendrick, who was promoted to human resources director in October.

Antilley joined the City as a senior budget analyst in 2014. She was promoted to purchasing manager in 2015, and joined the clerk’s office as the deputy city clerk at the end of 2017. While serving as deputy clerk, Antilley inventoried nearly 3,000 boxes of city records, which allows city personnel to pinpoint each box’s location, both for retrieval or destruction. She also recently launched a new online system for requesting public information at cosatx.us/OpenRecords.

“I’ve worked in government most of my career, but this is the first role in which my primary customer is the public,” Antilley said. “Every time I answer the phone or greet someone at the door, I have an opportunity to influence the way our citizens feel about their city government. By being friendly and helpful, I hope to impact their view of us all.”

Antilley previously worked for Booz Allen Hamilton, a management consulting firm, for six years in Washington, D.C. She earned bachelor’s and master’s degrees in marketing from Texas A&M University.

In May, Antilley will be involved in the City Council election, during which three of the body’s seven seats will be filled. She said she hopes to use her marketing expertise to “bring a creative approach to encouraging folks to vote.”
