SAN ANGELO, TX — The Concho Valley Workforce Development Board (CVWDB) announces Quinda Feil-Duncan will take over as Executive Director of the board at the beginning of December. CVWDB serves a 13-county area covering approximately 17,000 square miles and approximately 175,000 people.
Local Workforce Development Boards play an important role in the building of a quality workforce to meet the skill demands of Texas employers, as well as assisting Texans in their pursuit of good paying, productive jobs. The CVWDB is primarily responsible to the Texas Workforce Commission (TWC) for the management administration of grant funds allocated to the local area and ensuring such resources are efficiently and effectively used to achieve the intended results.
Feil-Duncan most recently served as Chief Operating Officer for Morningside Ministries in San Antonio. She was with Baptist Retirement Community in San Angelo for 14 years. She first served as Director of Human Resources with her last position being Chief Operating Officer.
She has always believed in giving back to her community. While in San Angelo she served on numerous boards. Her volunteer roles included the following: Concho Valley Workforce Development Board and Executive Committee, San Angelo Chamber of Commerce Board of Directors, TRANSA Regional Planning Committee, Meals for the Elderly route deliverer, West Texas Training Center Advisory Committee and Chairperson, and the San Angelo ISD Business Advisory Committee. She has also served on the Bronte Chamber of Commerce and Bronte ISD School Board – Past President.
“It is vital that the Executive Director be someone who understands our 13 county region. With her roots in West Texas Quinda has those connections and we are looking forward to working with her,” said Sam Tambunga, Chairman of the Concho Valley Workforce Development Board.
“I am very excited to work with the excellent board, staff and community partners to continue to innovate and improve the Concho Valley’s economic future through workforce development,” Ms. Feil-Duncan said.
She holds a Master of Public Administration degree from Angelo State University and a Bachelor of Arts degree in Government from the University of Texas in Austin. In addition, she received her Strategic Workforce Planning Certification from the Human Capital Institute in June 2017.
The CVWDB Executive Director coordinates with partners such as the City of San Angelo Development Corporation, Chamber of Commerce, the Small Business Development Center, Downtown San Angelo, Inc., Angelo State University, and Howard College to meet the employment needs of the Concho Valley.
