After 25 years, Kemp Promoted to Building Official

SAN ANGELO, TX – Charlie Kemp, who has more than 25 years of experience in the city’s Building Permits and Inspections division, has been promoted to Building Official today.

Kemp followed Al Torres, who assumed the role of Construction Manager for the city in June. Kemp had served as interim Building Official since then. Over the past year, the office has issued more than 7,000 permits and conducted about 11,000 inspections.

“Building Permits and Inspections is in a unique position to foster development in our community while ensuring that construction protects the health and safety of our citizens,” Kemp said. “We embrace each of those serious responsibilities. I’m proud to have played a role in that for more than 25 years, and I’m looking forward to contributing even more in my new role.”

Kemp joined the city in 1991 and has worked for the Building Permits & Inspections division since 1992. She has served as a Residential and a Commercial Plans Examiner, 911 Addressing Coordinator, Assistant Building Official and, since 2015, Deputy Building Official. She holds certifications from the International Code Council as a building code official, building inspector, residential combination inspector and plans examiner.

“Few people are as earnest and as diligent about their work as Charlie,” said Jon James, the city’s Planning and Development Services director. “She has earned the opportunity to serve as our building official. Her experience coupled with her knowledge of codes and inspections make her uniquely qualified for this vital role. We’re excited for her, knowing she will do a great job for San Angelo.”
