Frank Henderson Carter Jr passed away peacefully on March 22, 2025. Frank was born October 19, 1941 in Wilson, North Carolina to parents Frank Sr & Elsie Carter.
His father and grandfather were tobacco farmers. There was little time to play so at a very young age Frank already had many chores. This is where he learned his strong work ethic, patient spirit and commitment to serving others.
Frank graduated high school and then enlisted in the United States Army at age 17 with the help of his sister. While stationed in El Paso, Frank met Jo Good and they later married on May 7, 1963. They shared a beautiful life remaining by each other’s side for nearly 60 years until she proceeded him in death. After being honorably discharged from the military, the lived in San Angelo throughout their marriage and were blessed with two children – Kimberly & Frank III. Frank and Jo loved to travel (especially cruises), dance, rodeo and go to sporting events. For 50 years they belonged to La Paloma dance club, Western dance club and yearly Corollas dance club. They were both very active in Lions Club and served over 20 years. Frank & Jo loved their grandchildren immensely and took them camping, swimming and never missed showing support for their many activities.
In 1968, Frank joined the San Angelo Police Department. He earned the trust of everyone and made life long friends along the way. His leadership, fairness, and integrity touched all who knew him. Frank served 30 years and proudly retired as an Assistant Chief.
Later in life, Frank married Judy Irwin on January 9, 2023. He loved living out on the lake and enjoying the wildlife coming through the yard. Frank & Judy poured more love, laughter and happiness into the few years they spent together than most people can do in a lifetime. Together they enjoyed traveling, cruising, dancing, and grilling in the backyard with family and friends. They just never ran out of things to do or talk about. They loved and cherished each other and appreciated the time they had together. It was a wonderful way to spend the remaining years of his life.
Frank lived a full life filled with loving his family, friends, fishing, hunting, cooking, Carter’rees (North Carolina dialect) and having great listening skills. He never stopped being grateful and sweet to everyone that cared for him. His kind spirit and contagious smile could always brighten your day.
Frank is survived by wife Judy Carter, daughter Kimberly Floyd (Robert), son Frank Carter III (Shane), stepdaughter Kathy Shiller, stepson Joe R Gomez Jr, 3 grandchildren; Brittney Gober (Chris), Ryan Carter and Kayla Denton (Daniel) and 3 precious great grandchildren. Frank is also survived by his brother Mike Carter (Lee) and sister Patsy Joyner. His parents proceeded his death along with his brother Bobby Carter (Terry) and brother-in-law Junior Joyner.

A memorial service will be held March 29, 2025 at Southland Baptist Church at 11:00. In lieu of flowers donations can be made to the American Cancer Society or your favorite charity.
