Steven Alton Carnes, 53, passed from this life in the early hours of Sunday, November 13, 2022, while serving and protecting his community.
Steven was born July 3, 1969, in San Angelo, TX, to Clifton Lee Carnes and Linda Sue Adams Carnes, who both preceded him in death.
Steven is a 1987 graduate of San Angelo Central High School, and a 1994 graduate of Permian Basin Law Enforcement Academy.
He began his nearly 30-year career in law enforcement with Bastrop Police Department in the fall of 1994. While serving in Bastrop, Steven earned many awards and accolades including the title and responsibility of Field training Officer, the distinguished honor of “Officer of the Year”, and a promotion to Patrol Sergeant. He proudly served the people of Bastrop and surrounding areas until early 2002 when he accepted a position as an Agent with the Texas Alcoholic Beverage Commission. During his time with TABC, Steven again excelled in his duties and was honored with the title of “Agent of the Year”, and he received a promotion to Enforcement Sergeant. He supervised 7 agents and was responsible for over 23 counties. After 20 years with the Agency steven retired in the fall of 2020. Soon after his retirement from the State, Steven began his career as a Criminal Investigator with the 51st and 119th District Attorney’s offices in San Angelo, TX. He served and protected the people of Tom Green County and many surrounding counties until the day of his death. Steven had a true passion for his work. He demonstrated this by being the person that everyone could trust to always do the right thing. He rigorously studied the Texas Penal Codes and he held “Expert” status involving the Texas Alcoholic Beverage Code. He learned more about his career at every opportunity, amassing over 3500 hours of TCOLE training, and becoming a TCOLE instructor. He received many additional certifications throughout his career including Master Peace Officer, Certified Fraud Examiner, and FBI-LEEDA Trilogy certification.
In the fall of 1987, at the age of 18, Steven met and fell in love with Jodi Brown, and the two became inseparable from that day forward. After many years of dating and growing up together, the couple wed on February 10, 1996, in San Angelo, TX. They shared a passionate and unbreakable love. In the summer of 2001, the Lord blessed the couple with their only child, a son, Bradley Austin Carnes, who many say is an exact “copy” of his father. Steven was a proud father and enjoyed bragging about Bradley’s academic accomplishments and his upcoming graduation from Angelo State University.
Steven is survived by his wife, his son, and his sister, Lenora Leanne Carnes, all of San Angelo, TX, as well as many aunts, uncles, cousins, friends, and countless members of his law enforcement family.

A visitation will be held on Friday, November 18, 2022, from 5:00pm-7:00pm, at Harper Funeral Home. Funeral service will be held on Saturday, November 19, 2022, at 10:00am, at Southgate Church of Christ, with burial to follow at Fairmount Cemetery.
