Police: Hit-and-Run Victim Developmentally Disabled

 

Gisele Jarmon’s body was found lying in the grass off of the Houston Harte access road on Tuesday morning; she had been hit by a car alleged to have been driven by 20-year-old Michael Keene.

A more detailed report of the crash and subsequent investigation has been released this morning, revealing that Jarmon, 23, was developmentally disabled.

According to a press release issued by the police department, Jarmon was said to have unknowingly left her residence in the 3900 block of Milbrook sometime before midnight on June 15. A family member contact police just before 2:30 a.m. to report the girl missing, and around 7 a.m. another call came in reporting a young woman’s body lying in the grass.

Police responded to the 4500 block of Houston Harte, where they located Jarmon’s body. Detectives, crime scene investigators and officers with the PD’s Traffic Division descended upon the scene, recovering several pieces of debris they believed belonged to the vehicle involved in the fatal hit-and-run collision.

Law enforcement officers remained on scene for hours collecting evidence, identifying the items as possibly coming from a late '90s or early 2000s-model Toyota Camry.

By noon Tuesday, police only had a possible make and model of the suspect’s vehicle and no one had come forward to report the crash, but the case broke around 1:30 p.m. when an anonymous person called to tell police about a damaged Toyota Camry parked at the Emerald Point Apartment Complex, 3433 Arden Rd. The caller stated they were suspicious of the vehicle after hearing about this morning’s crash on the news.

San Angelo Police Traffic Officer M. Gesch, who investigated this morning’s crash, followed up on the tip and subsequently located a gold-colored 2001 Toyota Camry in the apartment complex’s parking lot. The vehicle had damage that was consistent with the evidence police recovered from the crash scene as well as Jarmon’s injuries. A short time later, the Camry’s driver was located in a nearby apartment and identified as 20-year-old Michael Keene of San Angelo. 

Keene was taken into custody and transported to police headquarters for questioning. Subsequent to the interview, Investigators charged Keene with second-degree felony failure to stop and render aid.

This is an ongoing investigation and no other information will be released at this time.

are you kidding me he kills this girl and gets a bad dog and a whack on head

I wonder if the reason they only have him on charges for failure to stop because they can't really prove his car was the vehicle that dealt the fatal blow? Is it possible he hit her after she'd been killed? Maybe time will tell.

I had that thought as well Jim.

But my thoughts also are that we don't know what the girl was doing. Was he texting and veer of the road? If so, then I would say that yes, he "killed her". But what if, given her mental status, was standing in the middle of the road. I believe this occurred when it was dark, he may not have been able to see her. I absolutely, in no way condone him driving off. That was awful. But if the latter was the case, then the charge he's received might be the appropriate one. It would also depend on if he had been under the influence of anything. That would change everything in my opinion. And that may also be why he fled.

Obviously it's all speculation at this point. I usually try not to judge until all the facts are known. He may be a stand up guy. But one thing is undeniable, he drove away and left her. So probably not...
