Who Set the Bond Amounts at the Tom Green County Jail Overnight?

SAN ANGELO, TX —Corrections Officers at the Tom Green County Jail report 21 individuals were booked since midnight, May 17, 2024, on charges ranging from DWI to angry DWI, to public intoxication and, get this, riding a bicycle on the wrong side of the street.

There are 457 inmates housed in the Tom Green County Jail presently. The jail holds north of 550 inmates, so there's lots of room left if anything happens tonight.

Driving drunk and one incident of angrily driving drunk overnight are notable.

Officer John Bouligny, who runs the San Angelo Police Department's anti-DWI program, told us that a typical DWI arrestee will drive while at least a little tipsy 83 times before getting popped for DWI. Early this morning, Skyler Lubus, 22, must have taken to her wheel tipsy the 84th time. She was booked at 3:43 a.m. for DWI. Two lessons can be learned. The first is that nothing good happens in San Angelo after midnight. The second is that leaving your car where you got tipsy and ordering an Uber is better than awaking in the Tom Green County Jail with a hangover hours later, especially if you're over the 83rd time driving tipsy, if she was. Skyler has a $1,000 bond, which is typical for a first time DWI.

While Skyler may have been paraded on the streets of San Angelo taking a field sobriety test, on the other side of town, Braeden Guerrero, 22, may have been flipping off the cops as he drove under the influence. During his apprehension, police discovered he had a warrant for his arrest to revoke his probation for drug possession, no drivers license because the one he had was suspended for all sorts of bad things, and police charged him with public intoxication, too. Moral of this story is if you're a wanted man, don't make offensive gestures at cops and don't drive drunk. Jail records state this was young Braeden's third DWI and he's only 22. Lonnie Haley started his career this way and he was lauded on social media for a life well lived. Braeden is on his way to hero status! His bond is set at $2,357.10.

Yesterday, we saw an arrest for "walking with traffic." Anthony Garcia, 30, may have seen that report yesterday and decided to ride a bicycle instead of walk in order to avoid trouble with police. The problem is, on a bicycle, you don't ride on the same side that one would walk. He was arrested for riding his bicycle on the wrong side of the road and for failing to appear in court on another charge. His bond of set at a high $986.

For comparison's sake, the woman who had an all-day standoff with the sheriff yesterday while brandishing knives, Norma Hernandez, 38, was booked for aggravated assault that causes serious bodily injury, violation of a protective order (with bias and prejudice), resisting arrest, violating a protective order by assaulting her victim, and interfering with an emergency request for assistance. Her bond is only $500. Who set the bonds at the jail yesterday?
