Attention Walmart Shoppers: Two Men Arrested for Shoplifting and Criminal Trespass

SAN ANGELO, TX - Since our last update, local law enforcement arrested and booked 40 people into the Tom Green County Jail in the past 48 hours. Included in those arrests were Rogelio Guevara, 48, Roosevelt McCarthur Kelly, 74, Seferino Garcia Jr., 53, Tyler A. Ragland, 20, Trevor Jonsen Eckert, 37. Guevara and McCarthur both went to jail for causing problems at the Walmart on 29th St.

According to San Angelo Police, at 7 p.m. yesterday, officers dispatched to the Walmart on 29th St. for reports of shoplifting. They found Guevara and arrested him for theft of property greater or equal to $100 but less than $750.

This is Guevara's first arrest in Tom Green County. His bond was set at $500.

It was a busy day at Walmart, especially when an SAPD officer observed 74-year-old Kelly at the store around 1:10 p.m. while clearing another call.

"Kelly had an active Criminal Trespass Warning from the property," said SAPD.

Thus, he was arrested for Criminal Trespass and booked into the TGCJ at 2:11 p.m.

This is Kelly's second arrest in TGC, and his bond was also set at $500. He was released on bond at 6:28 p.m. yesterday.

Garcia, Jr. was also arrested yesterday for an outstanding warrant at around 10:40 p.m. during a traffic stop in the 200 block of W. 13th Street. Garcia was also in possession of drug paraphernalia at the time of his arrest, and subsequently charged with possession/delivery of drug paraphernalia.

This is Garcia's 19th arrest in TGC.

At 4:37 p.m. yesterday, Tom Green County Sheriff's Office deputies arrested and booked Ragland into the TGCJ for five outstanding warrants: two for criminal mischief offenses, two for possession of marijuana, and one for aggravated robbery. Apparently, on Jan. 19. 2017, Ragland was arrested by Fort Worth Police for the outstanding Aggravated Robbery warrant.

This is his 5th arrest in TGC.

As for Eckert, TGCSO arrested this man yesterday evening and booked him into the TGCJ at 8:57 p.m. for Sex Offenders Duty to Register Life/Annually.

According to court documents, Eckert, in Jan. 2016, was indicted for the same charge, a third degree felony. He failed to report a change of address. Jail records show he was arrested on July 6 and Sept. 11, 2016 for the same offense. We are waiting for confirmation from TGCSO to determine if this is a new charge or related to the previous offenses.

This is Eckert's 16th arrest in TGC, and his bond is set at $10,000.

Overall, out of the 40 arrests, 12 people were booked for new crimes, 26 on outstanding warrants, and two for both.

The crimes to make the new complaint list include the following:
