San Angelo City Council may Reject Bell St. Project Bid

SAN ANGELO, TX -- San Angelo City Council members may reject the sole bid to begin reconstruction on Bell St. Tuesday, possibly delaying the start of the project.

According to a report from city engineer Russell Pehl, “Due to price irregularities and over budget total cost of the bid, staff is recommending the bid from Reece Albert, Inc. be rejected and that the project be re-advertised and rebid in the near future.”

The bid was for $7,392,042.  Pehl says the staff is recommending combining the first three phases of the project to make a larger project and attract more bidders.  The bell street project includes a sidewalk, replacing all water and sewer lines, road reconstruction, curb and gutter, and signage from River Drive to Harris Ave.

Council members will also hold the first reading on adopting the fiscal year 2017-2018 budget.  The proposed budget will raise more total property taxes than last year’s budget by $1,540,425, and of that, $635,425  is tax revenue to be raised from new property added to the tax roll this year.

They also have to conduct a separate record vote to ratify the tax increase.

The city council agenda for Tuesday also calls for a closed session to discuss pending litigation including the 2013 sealcoating program, Templeton Construction, and other litigation.

The San Angelo City Council meets at 8:30 a.m. in council chambers at the McNease Convention center.
