ABILENE, TX – A former firefighter with the Abilene Fire Department was indicted Thursday after allegedly embezzling $68,000 from the Abilene Professional Firefighter's Association to fund his own construction company.
According to KTXS, on June 18, Jessy Wayne Horton was indicted on charges of theft, misapplication of fiduciary property and forgery. Horton was previously the Treasure for the Abilene Professional Firefighter's Association.
The indictment came after President of the Abilene Professional Firefighter's Association, Justin Bullock, attempted to make a transaction in November of 2019 that failed due to insufficient funds. Bullock then took a look at the bank account and noticed transactions from Sprint, Amazon, and many other unwanted places.
Bullock then held an internal investigation that traced the charges back to Horton or his personal business, South West Construction. He also found a number of checks that were made out to Horton. On the checks were forged signatures from Bullock and other board members. A total of 18 checks were allegedly made out to Horton and SWC.
Horton told police in December that he stole $68,000 but had been keeping tabs so he could pay all the money back. He retired from the AFD in December of 2019 after a 15 year career.
Horton was indicted in June of 2020. He has not been arrested at this time.

Tend to hold the utmost respect among the community. Betrayal of that trust is much more egregious than that of the average Joe. Deny that SOB any part of his pension and prosecute him and sentence him to the fullest extent of the law.
