Children Home While Police Seize Nearly 200 Lewd Images From Wanted Cyber Criminal

 

ABILENE, TX – Abilene Police assisted in the arrest of a 37-year-old man from Haskell, TX., man for Promotion of Child Pornography.

According to the Abilene Police Department, on Mar 31. the Abilene Police Department’s Cyber Crimes Unit along with the Texas Department of Public Safety Criminal Investigation Division executed a search and arrest warrant at a home located in the 700 Block of South 11th Street in Haskell, TX., after receiving a tip from the National Center for Missing and Exploited Children (NCMEC).

Joseph Cooter Payne was arrested on scene for Second Degree Felony Child Pornography.

Payne is accused of downloading and sending over 200 images of child exploitation material to include child pornography.

Electronic evidence was seized from the home. Child Protective Services was notified due to children being present at the home.

He is being held at the Rolling Plains Detention Center on a $100,000 bond.
