Disturbing Details Emerge in Arrest of San Angelo ISD Teacher

SAN ANGELO, TX – Yesterday, LIVE! reported on the arrest of a now former Lincoln Middle School science teacher whom Tom Green County Sheriff’s Office deputies arrested after an investigation into allegations of sexual assault and indecency with a child (see story here). This arrest shocked many San Angeloans, especially those people who knew the 58-year-old teacher, Steve Skinner.

The arrest affidavit into these allegations detail the two charges against Skinner, Sexual Assault of a Child, a second degree felony, and Indecency with a Child by Contact, also a second degree felony.

According to the first affidavit, a complainant reported that she had “good reason to believe and charge” that Skinner, on or about Nov. 26, “intentionally and knowingly [caused] the penetration of the female organ” of a 14-year-old child.

The affidavit noted that on that day, the victim went to bed at a residence in San Angelo, and, between the hours of 12 to 1 a.m., Skinner entered the child’s bedroom and laid down next to her. At that point, Skinner began fondling the victim’s private parts and body. He then progressed his actions into sexual intercourse with the victim.

In the second incident, on Nov. 27, after the victim went to bed between the hours of 10 to 11 p.m., Skinner entered the victim’s room once more and laid down next to her. He began to touch the victim under the clothing once more. Skinner then “kissed the victim on her forehead and left the bedroom.”

As of now, for both charges, Skinner’s bonds total $200,000. According to jail records, he has yet to make bail and remains behind bars.
