Man Who Sexually Abused Toddlers Added to Texas 10 Most Wanted

 

Robert Charles Willis, 39, is currently wanted by DPS for failing to comply with sex offender registration requirements in Texas. He is also wanted in Arkansas for parole violation.

Willis is 5’10” and weighs approximately 165 pounds. He has several identifying tattoos including a tattoo of a hand holding a bell in his upper right arm, and tattoos on his chest, neck, left arm and back. Willis also has scars on his left arm and knee.

In February of 2000, Willis was charged and convicted for sexually abusing three children, his victims were a 4- and 2-year-old boy as well as a 2-year-old girl. He was sentenced in Texarkana, Arkansas. He served his time in the Arkansas Department of Corrections (ADC).

In March of 2012, after failing to register as a Sex Offender, Willis was convicted in Texarkana, Texas. He went on to serve 3 years in a TDCJ state prison.

On June 22, 2016, the DeKalb Police Department in Bowie County issued Willis an arrest warrant for Failure to Comply with Sex Offender Registration Requirements. The Arkansas Parole board then issued a parole violation warrant on July 22, 2016.

Willis has several know aliases including Rob Willis, Shawn Willis and Robert White. DPS urges th public to consider him armed and dangerous

  • Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
  • Text the letters “DPS” – followed by your tip – to 274637 (CRIMES) from your cell phone.
  • Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.
  • Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the “SUBMIT A TIP” link (under the “About” section).
  • Submit a tip through the DPS Mobile App. 

All tips are anonymous – regardless of how they are submitted, and tipsters will be provided a tip number instead of using a name. 

Do not attempt to apprehend these fugitives; they are considered armed and dangerous.
