San Angelo Man Complains of Shortness of Breath After Fleeing Officers

Since our last update, 26 people were arrested in Tom Green County, including a San Angelo man who attempted to flee police Monday night.

Officer Tracy Gonzalez, public information officer for the San Angelo Police Department, said just before 11 p.m., officers were dispatched to 4649 W. Houston Harte Expy. eastbound at Microtel Inn, Room # 307, in reference to a Domestic Disturbance.

“The suspect initially complied with officers but then fled on foot,” said Officer Gonzalez. “A foot chase ensued and the suspect was caught in the parking lot of an adjacent hotel and taken into custody without incident.”

Gonzalez said the suspect was identified as 49-year-old Richard ONeal Emanuel, Jr.

“Emanuel was transported to Shannon Medical Center for evaluation after complaining of shortness of breath from the foot pursuit,” said Officer Gonzalez.

Emanuel was released shortly thereafter and transported to the Tom Green County Jail.

“Subsequent to the field investigation, it was determined no assault occurred; Emanuel was only in a verbal altercation with a female who was staying at the location,” Gonzalez noted.

However, Emanuel was charged with Evading Arrest Detention with Prior Convictions and outstanding Warrants.

Overall, the majority of the arrests in the past 24 hours were warrant related. Twenty-one of the 26 people arrested had outstanding warrants, and four had new complaints.

The new complaints included:

  • Assault Causes Bodily Injury: 2
  • Possession of Marijuana: 2
  • Aggravated Assault Date/Fam/House w/Weapon: 1
  • Possession of Drug Paraphernalia: 1
  • Criminal Trespass: 1

The elected officials need to fore go raises and give the sheriff's deputies raises. We keep losiing them to higher paying cities/counties. Also their jobs put their lives at more risk than most elected positions.
