70-Year-Old Repeat Offender Jailed Again for Exposing his Penis in Park

 

A 70-year-old man with a history of showing his genitals to strangers in city parks was arrested for the ninth time on an indecent exposure charge on Thursday, when he was picked up by the police on Veteran's Drive.

Albert Garcia Flores, a registered sex offender, was riding his bike through the park Thursday afternoon when he came upon two runners. Flores then stopped riding and stood, straddling his bike and lifting the leg of his shorts to expose all of his genetalia. He was apprehended in the 300 block of Veteran's Drive and was booked into the county jail on one count of indecent exposure, a Class B misdemeanor, and a criminal trespass charge.

Flores has an extensive history of indecent exposure in San Angelo, which has resulted in his being banned from entering any of the city's parks. Since 1970, the 70-year-old has been jailed nine times for either indecent exposure or indecency with a child by exposure, and as a result of the latter was placed on 10 years deferred adjudication probation in August 2002. His victim was a 15-year-old girl.

By April 2003, repeated violations of the terms and conditions of his probation prompted the state to file a motion to revoke, which was ultimately denied and his probation continued. Three more motions were filed before the fourth stuck in November 2004, when Flores was revoked and sentenced to two years in prison. Upon his release, Flores was made to register as a sex offender, however the pattern of offending continued and he was jailed again for exposing himself in April 2013. In November 2014, Flores was convicted of indecent exposure in Judge Penny Roberts' court and was sentenced to 120 days in the Community House Arrest Program (CHAP).

Flores completed CHAP in March. On Thursday, he was booked for indecent exposure and for criminal trespass. He is being held in lieu of a $500 surety bond. Indecent exposure is a Class B misdemeanor unless it is committed in front of a child, in which case it becomes a third-degree felony. 

In addition to Flores, 15 others were booked into the county jail on Thursday (

bookings_july2.pdf), including three accused of assault, one charged with marijuana possession and one charged with possession of a controlled substance. At 4:20 a.m., 53-year-old Kelly Edward Peterson was jailed on two first-degree felony counts of manufacture/delivery of a controlled substance.
